Previously I have been told about the GIMP. GIMP is a freeware application, open source and multi-platform (available for linux, mac and windows). Gimp also is equipped with features that vary. First, download layerfx.py in http://registry.gimp.org/files/layerfx.py layerfx.py file copy to / home/namauser/.gimp-2.6/plug-ins /
X for layerfx give permission to run, how, enter the terminal and type sudo chmod + x / home / name user/.gimp-2.6/plugins/layerfx.py.
Restart GIMP. You can make use of layer effects through Layer → Layer Effects menu. Now you can use the layer effects in the GIMP.
